Disable unittest for sys-devel/binutils.
The test is not enabled for 2.21 (But is automatically enabled for 2.22 since I unified host and target binutils ebuild files.).
I found the similar failure for 2.21.
I'm not going to dive into it and will proceed to roll out binutils.
