trace-cmd: upgraded package to upstream
Upgraded dev-util/trace-cmd to version 2.8.3 on amd64
This tool is used as a wrapper tool around ftrace, trace events, etc.
It's not actually included in any images yet, but it's useful as an
optional debugging extension for hostap's tests (especially since the
WiFi subystem has a number of useful trace points in the kernel).

TEST=hostap hwsim tests, with '--trace' option
