openh264: upgraded package to upstream
Upgraded media-libs/openh264 to version 2.1.1 on amd64
[mcasas]: pristine ebuild from Gentoo repo, only adding OWNERS file as
per style check. This package, that should only be build on test/dev
images, generates two command line utilities (openh264dec, openh264enc)
and libopenh264.so, that will be used by Tast tests to decode h264
files from the command line. Total extra added size : 8.1MiB.
