portage-stable: Upgrade sys-power/powertop from 2.0 to 2.2
This updates powertop from 2.0 to 2.2, using the ebuild from upstream
Portage.
Building within ChromiumOS required only two changes to the upstream
ebuild: dropping EABI from 5 to 4 (no EABI 5 features used), and
unmasking the ebuild for amd64, x86, and arm.
BUG=None
TEST=Built and booted ChromiumOS, and ran powertop manually
