Add shared group cfm-peripherals
A few different cfm peripheral related applications require read/write
access to the peripheral devices, include firmware-updater
device-monitor. Add this group to share the access among these
applications.
BUG=chromium:784970
TEST=Added the new group on local setup and verified all applications
works fine.
