eclass-overlay: add gpio group
This group will consist of users that need to export/unexport
GPIOs. Since GPIOs are board-specific and we don't want to hand
out access to all GPIOs for anyone in this group, further
configuration to allow access from non-root users if necessary
should be left to board-specific packages.
The modem user will be placed in this group first since
modemfwd might need to toggle GPIOs to reset modems.
