Share http/ftp/all proxy information in chroot while building.
Also this sets up sudoers to make sure later on the proxy
information sticks when you use sudo to emerge things.
It does away with the sudo_chroot function because now it can
pass CROS_WORKON_SRCROOT using the same functionality.
