Establish the prototyping playground for infra
Starting by moving the client/client_profile protos over since this is
an ongoing wip and tugs on many issues that still need to be vetted.
This prototyping sandbox will be used in conjuction with sample/fake
config payloads to aid in the understanding/defining solid boundaries.
