test_platform: Add flag for sync offload
This is a temporary flag that
- will allow us do experimentation without setting up pubsub and
- serve as a clear kill switch while the offload flow is still unstable.
In the long term enabling sync offload will be enabled for all requests
that specify a pubsub topic since calling the offload binary adds a
negligible amount of overhead in cases when there's nothing to offload.
