chromite: add builder for whirlwind with testbed-ap profile
Now that we've got a testbed-ap profile checked in for whirlwind,
we should add a corresponding builder.
The builder will enable us to fire off new testbed-ap builds,
without needing to keep a checkout on our workstations. Moreover,
making this builder part of test-ap-group will automate building
across all of our AP platforms.

panther-test-ap WiFi AP images used in testing
