Rename cros stage-on-moblab to cros stage & add Google Storage Support.
Renames cros stage-on-moblab to a more general cros stage.
Adds in support to upload custom made images to Google Storage. This
will be used by Partner's to upload their custom made images into
areas accessible by Google & the Partner's Moblab devices.
BUG=chromium:452201
TEST=Staged a custom image to gs://chromeos-moblab-peppy/ and was
able to run tests with it. Also verified previous staging directly
to the Moblab still works as well.
