Turn off background archiving of the build for now.
For now, the archive_build step needs to run in the same process as the
rest of the build so it can communicate test results. Once this is
cleaned up, we can

TBR=Needed so sheriffs can have test results uploaded again.
TEST=Run sample buildbot run.
