cbuildbot: set version info even when the build fails
We want to pass on version info to the archive stage regardless of what
happens (so other reporting steps have access to it). Fix the current
code so that we always do that.

TEST=`./buildbot/run_tests` passes
TEST=`cbuildbot link-firmware` passes (build_packages success)
TEST=`cbuildbot link-firmware` passes info along when build_packages fails (added a bad CL)
