chromite: More forgiving and more verbose gce.py
Recent GCETestStage failures show that image creation could very well take as
long as 6 minutes, so bumping the timeout threshold to 10 minutes just to be
safe. Also increasing the timeout for instance creation for the same reason.
Additionally, adding more logs to help debugging.
