[cbuildbot] Make grouped toolchain bots build_packages in foreground.
This CL makes the gcc-toolchain-group and the llvm-toolchaing-group
build their chromeos-chrome packages in the foreground rather than
the background, to prevent multiple builds from interfering with each
other. This is a quick fix, while we work on ungrouping the builders.

TEST=did run_tests in cbuildbot directory.
