Force rebuild with empty commit

I realized that the release script just copies a previously built
container image to cos-cloud. To force a rebuild, we need to submit a
change (any change), and then submit a subsequent release CL to release
the rebuild.

Let's submit an empty commit to force a GPU installer rebuild. This
change should only be submitted once the new OpenSSL version is
available in debian 12.
