Update Celes touchpad config for noise immunity
This CL adds in the most updated touchpad firmware config for Celes.
This config includes better noise immunity and performance than the
previous one and will be applied automatically to users computers
on reboot.
BUG=chrome-os-partner:43565
TEST=manually built and deployed on a Celes. On reboot the updater
worked correctly and the performance of the touchpad is good
