veyron: Switch to kernel 4.19
Replace USE flag kernel-3_14 with kernel-4_19. Update the sysfs
path of the eMMC to the one used by 4.19.
Also remove 'wireless38' USE flag , which is irrelevant with
a 4.19 kernel.

TEST=build image for minnie and install

=> 4.19.x
