lakitu: Use the kernel repository from cos.googlesource.com. This CL changes the kernel repository to be used for lakitu and its derivative. After this CL, kernel repository will be used from 'https://cos.googlesource.com/third_party/kernel' with 'release-R82-12974.B-cos-4.19' as branch.
