[moblab] Revert the mariadb strict checking back to same as 10.1 In 10.2 a strict mode was enabled by default that causes errors in autotest with "Data too long for column" crashes, mostly in tko Revert the setting back to what it was in MariaDB 10.1 BUG=b:155448658 TEST=will test in beta.
