lulu: apply input_devices_synaptics flag to chromeos-base/touch_updater
Make sure that the input_devices_synaptics is applied to touch_updater
so that rmi4utils will also be built and installed.
BUG=chrome-os-partner:39264
TEST=Built and installed image for lulu and confirmed that rmi4utils was
included in the image.
