Change trackpad scanrate to 300kHz.
This change also removes the trial firmware switching, and also updates
the ebuild to use cros-binary_add_overlay_uri.

TEST=Boot this on a system that previously had 2.4 firmware.
To check, cat /sys/bus/i2c/devices/1-0067/firmware_version.
Check that the system takes an additional 17 seconds at boot at the "Chrome"
splashscreen before the login screen appears. Then check firmware_version.
Ensure that 2.9 is installed.
Check failure recovery :
$ /opt/google/touchpad/firmware/chromeos-touch-firmwareupdate.sh -f -d cyapa
While it is running, power down the system.
On next boot, the system should go through a recovery firmware update,
additional 17 seconds, and then have a functional trackpad on 2.4 fw.
