Grunt Nuwani:Add the Pixart and elan_i2chid tool for Nuwani
The touchpad and touchscreen FW need the tool to do the AU function.
This change adds the tool to /usr/sbin

Test=1.build_packages && build_image
2.check the /usr/sbin/pixtpfwup &
elan_i2chid_iap & elan_i2chid_read_fwid in DUT
