Turn on USE=lockvt for daisy
USE=lockvt tells the power manager to lock VT's on suspend/resume and
not use a suspend console. This should speed up the UI becoming
visible on resume and workaround an issue with the wrong VT being
displayed on resume.
BUG=chrome-os-partner:12471
TEST=Rapid suspend/resumes via lid switch, could not reproduce
the case where screen is blank on resume.
Observed VT lock log messages in powerm.LATEST
