lakitu-64k-kernel: Add fwctl_mlx5 aux device patch

> This above patch enables the connection between mlx5 driver
and the fwctl subsystem through aux device. Without this link
the kernel wont create fwctl devices.

TEST=presubmit, boot a4x-max instance with this patch and verify devices
are created
