lakitu: add app-admin/google-osconfig-agent

TEST=`emerge-lakitu google-osconfig-agent` in cros_sdk succeeded.
Also, built an image and created a VM instance in a Google Cloud
project with that image. For the Google Cloud project, OS Config
API had been enabled using the following command on a developer
workstation:
gcloud --project=<project name> services enable \
osconfig.googleapis.com
And when creating the VM instance, set three metadata values
using the following command on a developer workstation:
gcloud --project=<project name> compute instances create \
--image <image name> --zone <zone name> \
--metadata=enable-osconfig=TRUE,enable-guest-attributes=TRUE,enable-os-inventory=TRUE \
<instance name>
Then, on the VM, the following command showed meaningful
results:
systemctl status google-osconfig-agent
Also, the following command on a developer workstation showed
correct information:
gcloud --project=<project name> compute instances \
os-inventory describe --zone=<zone name> <instance name>
