lakitu: Add net-misc/chrony-config package
net-misc/chrony-config package is used to deal with chrony.conf,
separate configuration from net-misc/chrony, and place different
configuration file per the platform USE flag. Make it more easy
to maintain compared to existing mechanism placing platform specific
configuration in chrome-base, which spread accross a couple of repo.
