lakitu: Upgrade to google-guest-agent
I ran all the validation tests for this change and they look
good: http://fusion/b8c9ca22-5b32-3d92-811d-d15544e2c4f9. Note that
shielded_vm_test is expected to fail since images in presubmit
builds are not signed. It looks like readonly_vm_test failed
due to some transient error; when I re-ran that test it passed
just fine: http://fusion/c7de2841-16ed-30eb-b4fc-2e86def45417.
There are really only two validation tests that we have to test this
change: account_manager_test.py and ssh_hostkey_publishing_test.py.
The next steps will be to expand our testing coverage.
