lakitu: Remove broken link 99-systctl.conf

ChromeOS depends on 00-sysctl.conf. Especially for
our case, 00-sysctl.conf is shared by all the boards.
99-sysctl.conf is broken, and even it does not, it does
not achive desired behavior since it will override 00-sysctl.conf.
We should remove it from project-lakitu/project-lakitu-private
and leave the change to the final board if the board wants to
override settings specified in 00-sysctl.conf
