chromeos-init-systemd: Allow execution in oem partition when it is sealed

We need to be able to execute binaries from the oem partition
for alphabet compliance. The oem partition will allow execution
only when it is sealed.

TEST=presubmit && manual testing with sealed and non-sealed oem
partitions
