Adjust cis-level2 scripts to work for localtoast. This includes starting our logging agent now as a part of cis-level2 as the cis-scanner will now be looking for it. If the user is using a different logging agent they will have to opt out of this check. It also includes creating files for the cofigure loopback benchmarks so that it is verifiable that those scripts doing the configuration ran. These are experimental scripts developed for Alphabet compliance. The sections referred on the scripts are from CIS Distribution Independent Linux Benchmark v2.0.0
